As long as you don't have a contract, they can pay you whatever they want as long as it isn't below minimum wage. And you can search for a better paying job and leave at any time.

Yes he can. I'm sure he's thought up a good reason (i.e. business is bad, the position has been reevaluated, etc.) Fortunately, you also have the opportunity to go elsewhere.
