God's blessing is not dependant on works. He blesses you when your heart is pure toward him. Not tithing is no more a sin than any of the other sins. God blesses us in spite of ourselves, it's called GRACE.

Malachi 3:8  Will a man rob God? Yet ye have robbed me. But ye say, Wherein have we robbed thee? In tithes and offerings.
9  Ye are cursed with a curse: for ye have robbed me, even this whole nation.
10  Bring ye all the tithes into the storehouse, that there may be meat in mine house, and prove me now herewith, saith the LORD of hosts, if I will not open you the windows of heaven, and pour you out a blessing, that there shall not be room enough to receive it.

He may or He may not. He takes pity on those He wants to. Read Romans chapter 9. But, we should pay our taxes and then give 10% of our net to the church or at least another worthy cause like helping an orphanage or blind assiciation, for example. And we should give cheerily! We should also donate our time and resources to help others. Faith without works is dead. We should do good as a result of salvation and not as a means of thinking we can acquire it.
