If you were in an accident with no insurance. you are screwed. If you own anything. house, any other cars, property, etc, expect to sell it to pay for the other car's damage.
If the other person has insurance, then their insurance will cover it and sue you for the damages. But dont' worry, they'll make payment arrangements with you. If you dont pay them the payment arrangements then you will lose your drivers license till it's paid in full. No insurance company is going to pay for a previous accident. If that was the case, no one would have insurance until they hit someone. They don't make money that way.
If you can get a personal loan to pay for their car, then go for it. If you can do it and pay it, then do so. There's no reason to be driving around without insurance. some states, that's a law. My state it is not, but if you hit someone, you will be screwed. If you don't pay your fines, etc etc, you can go to jail.

There is no car insurance that will cover previous accidents. If that were the case, why would anybody ever buy insurance.
About 12 years ago, I got into a accident with an uninsured driver who was 100% at fault. It took along time, but I got everything back from the other driver through the Court System.
My advise to you is to make sure you take care of the other driver first. He/she should be penalized for the stupidity of someone not having car insurance.
Sorry for sounding harsh, but I have no sympathy for you.
