First, the Taser is not a "torture device", it is a means of subduing an uncooperative suspect without killing him. It is certainly less harmful than a baton or handgun. With violent drug users as common as they are, officers MUST restrain anyone who MAY pose a threat, since there are so few of them and so many thugs.
Some officers do get out of control. For govt. wages, and obscene risks, I would be likely to. But the rank&file officer deserves your respect and assistance, not criticism. The system needs fixing, but it's not at the level you are looking at.

I think as you try to repeal victimless crimes ( will need to define and identify please) you will see a great number of police officers willing to sign your petitions. First of course you will need to have introduced state and or federal legislation to change the laws that we the people have put on the books and have asked our law enforcement officers to enforce...right?
Anyway....back to it.....once we get all those needless laws off the books and we let the police officers do the job of preventing and investigation of all those laws that we have determined not to be victimless....like murder, rape, robbery, sodomy, child porn....etc. then I'm sure that the very next time someone is breaking into your house trying to rape your kids or steal your big screen TV then you really will not give a crap if the officer uses his taser on the perv.....and actually you will pray that the officer saps him a few more times just because.....right?

it would be difficult it is a large industrial complex and just in New York alone the police department is something along the lines of the 6th largest standing army on earth. The us government both spends and makes tons of money off of prisons, convicts, fines, drug sales (mostly the CIA who sells to make black ops money and the FBI and local law enforcement who make money off of busts), to tear that system down you would most likely have to tare down the government as well... Not that I'd mind that at all just that I don't really see any other way around such an enormous hulking cahs cow in the land of the greedy.

Anyway.... lets review.
The people request the laws..... The Legislators write up the laws and put them in force... The Police Enforce the laws requested by the people.
So, you need to contact your Representatives and work for change or to get laws repealed that you disagree with.
