Yes. the reson being because that is what you say when someone sneezes.
It doesn’t mean they believe in god. No more than it means you believe in the Roman gods when you talk about the planet Jupiter, or believe in the Norse gods when you use the days of the week (Thursday=thor’s day, Wednesday= Woden’s day = Odin’s day)

It's almost rude not to say something, and while atheists may not believe in gods, that doesn't necessarily make them rude.
Personally, I've always preferred "gesundheit."

I do, for the sake of that's what culture presents :D I also say "hello" when I greet someone.... that came from the culture, too :P
