First and foremost, you need to get a good exam by a veterinarian. Being a vet myself, I can tell you some of the things the vet will need to know. Was it a stray dog, adopted from a rescue group, given to you by a friend, etc. The age of the dog can also make a lot of difference in determining what the problem may be. Also, why is it eating cat food? (put the cat food somewhere high that the dog can't get to...maybe on top of the washing machine or dryer...). The dog needs the nutrition found in a good quality, balanced DOG food. If you make a loud noise (like slam a door), does the dog respond? (is he truly hard of hearing or does he just not respond to your voice). If possible, take a video of the dog doing the odd behavior with it's front paws (if your cell phone can take short videos, you can use that). Don't be surprised if the vet recommends doing bloodwork or some other types of testing. Although I try to answer peoples questions on these web pages, the issues you mentioned above cannot be answered without a good physical exam of the dog by a licensed veterinarian.

Catfood is like junk food for dogs. You shouldn't keep it anywhere he/she can get to it. I also have a feeling you're making this up, since you refer to your dog as "it". Regardless, if he/she never responds to you, there is a medical problem. My dog responds, she just doesn't listen. That's a training problem, not a medical one.

Ever heard of a vet? I'm sorry that was kind of mean but your dog cannot be diagnosed on the internet and it certainly can't be treated on here. I suggest you take him to a vet because he doesn't sound "normal".

Could it be that the dogs has no clue what you are asking of him. He may be shaking his head wondering "what have i gotten myself into?"

Combination of "being it" and eating "cat food" makes perfect sense. YOU are the "disorder"
