I am 16 with myopia like a -4.00, and both my parents have way worse vision I think, does your exact diopters relate to genes, or just nearsightedness, like one person can be -0.5 and the other -6.00 etc.

There is a pretty good chance (but not gauranteed) that if both your parents are near sighted, you will be too, but its not an exact correlation; for example, if both parents wore -10 lenses, it doesn't mean your glasses will also be -10. Or if one parent had -2 lenses and the other had -6; that yours would be -4.
