I need to fill out a KU scholarship application and I need to know who is eligible for federal aid? I just need some ballpark numbers about EFC and that sort of thing to know if I can apply for need based aid.

The EFC refers to Estimated Family Contribution, and the lower the score often brings more help than higher scores. It comes from the FAFSA form. Almost anyone qualifies for financial aid of some sort. I did come across one person who did not because of his family background, but he is the exception rather than the rule. Even if you think your family does not qualify for financial aid from the government, I recommend still filling it out. The money given is based on family size, your income and savings (at a higher rate) along with your parents' income and savings. I will send out some free readings which should help on the matter. You get your EFC number after you apply for federal financial aid on www.fafsa.ed.gov
If you have already applied your EFC number was listed on your results page. Sometimes called your SAR (Student Aid Report). If you don't know your EFC, call your schools financial aid office and they should be able to tell you. This is the number your scholarship application is wanting.
Sometimes you can view your SAR on-line with your pin number.
