You can use 1040x to amend tax returns that you've already filed, and you're allowed to go back up to three years prior to the current year:
tax year 2007 (current year)
tax year 2006 (ammendable)
tax year 2005 (ammendable)
tax year 2004 (ammendable)
tax year 2003 (expired--deadline was April 15, 2007)
If your capital loss is high enough, you're allowed to amend several years and carry the balance into the present. (I believe you can take up to $3000 per year and carry the rest forward.)

If it isn't farther back than the 2004 tax year, you can file an amended return and get whatever extra money it would give you. Farther back than that, you could file the amended return, but since you wouldn't get any extra refunded to you, there wouldn't be any point in it.
You can't just skip years then apply the carryover.

As long as it was from tax year 2004 or later, no it's not. File an amended return on Form 1040-X and take the carryover.
