When you're both old enough to:

be responsible for the birth control

be responsible enough to raise the child if the birth control fails

be mature enough to know that no relationship lasts forever, and that he/she may split once they have had sex with you.

Be mature enough to deal with that breakup.

Be old enough (both of you) that you're not putting the other person at risk for charges of statutory rape.

Be mature enough to discuss the implications of having sex with at least your doctor, if not your parents.

Hopefully that's at at least 18 years old in your case.
