Define "best." Best in terms of possible road grip? Best in terms of cost to purchase? Best in terms of longest lasting? Best in terms of quietest or most comfortable ride? Best in terms of most grip for the cost? Longest lasting for the cost? Best for a certain vehicle for any of those criteria? Best in terms of sales figures? Best in terms of usability in different weather conditions? etc etc
The fact of what makes a tire good at one thing will likely mean it is not good at the others (example, the best in terms of maximum possible road grip would be the Hoosier A6... it is not usable under anything other than dry conditions, and even there it will likely get too hot on anything other than a light weight car too quick, it will last a couple hundred miles at most, it will feel harsh and be loud, and it's quite expensive... yet it is the "best" for what it does well).
Similarly, what is best for someone will depend on their vehicle, the conditions they drive in, and what they want and expect from their tire... following this, almost any tire produced could be the "best" tire for that application, while another that is a better tire by most measures would not be appropriate.

A dear friend of mine works for goodyear tires and he guarantees that they are the best tires IN THE ENTIRE WORLD.
[but between you and me, he bought some cheaper tires elsewhere.]
