I know that it signifies their divinity, and shows their attributes, but where did that concept come from? why don't other indo-european gods or asian gods look like that?

This concept came from the prayers (Stuti) in the praise of the respective God's power and activities. It is a poetic depiction later on adopted by artists and sculptors also. If you go deep in to the world literature, India has perhaps the oldest record of poetries.And unlike other cultures Indian poets and artists have used their creativity mostly in the praise of Gods.

I was raised Hindu. When I was a kid I was told that the multiple arms of some Gods were only in the depictions of them. When the Gods were incarnated on Earth, they had two arms. The additional arms are used to depict divinity and to symbolize certain things.

Ummm youll get more answers from this in myth/folklore. I know Hindu is religion, but R&S is basically just Christians, Atheists, Trolls, and a handful of Pagans.

The arms are material symbol of inner powers that every one have and by use them in proper way to fight against the all bad things which are take away from humanity and "DHARMA"
