This concept came from the prayers (Stuti) in the praise of the respective God's power and activities. It is a poetic depiction later on adopted by artists and sculptors also. If you go deep in to the world literature, India has perhaps the oldest record of poetries.And unlike other cultures Indian poets and artists have used their creativity mostly in the praise of Gods.

I was raised Hindu. When I was a kid I was told that the multiple arms of some Gods were only in the depictions of them. When the Gods were incarnated on Earth, they had two arms. The additional arms are used to depict divinity and to symbolize certain things.
