It could be. Your vet can do a skin scraping to tell if it is or not. There are 2 different types of mange. One lives on the dogs already and the immune system can't keep them in check, hence hair loss. The other type lives in the dirt and can get on them. Both of these can be treated with different types of shampoos and dips.

It could be but only a skin scraping or a skin biopsy can confirm it.
If your dog is experiencing hair loss around the eyes mange is likely.
Mange is treated by a dip or preferably oral ivermectin given daily until two neg skin scrapings or one skin biopsy.
The dip can be dangerous and the oral ivermectin may not be easily tolerated.
Take the dog to the vet for a definitive diagnosis.
