Yes. The USA have quotas for the amount of people or jobs that they give every year. Let say you are from costa rica, There are 15,000 citizen of that country here vs 9 million mexicans. Do the probabilities? Besides, if you are coming from Costa Rica you probably went to the US consulate and requested a visa, meaning that you were checked and allow to visit the usa.

Immigration law is the same for everyone, Either you have an American relative who can file an immigration petition for you, or not. You qualify in some other manner or not. In reality, Mexico provides a very substantial proportion of the legal immigrants who come here every year, not just the illegals.
That's why they're not eligible for the Diversity Visa Lottery Program. Not because we're prejuidiced against Mexicans, but because so many come here every year legally already. But you'll notice that Mexico is hardly the only country whose citizens are not eligible for that program any more than all the ineligible countries are from Latin America.

If you are Mexican, then you are ALREADY legal...in Mexico. Congratulations!!!!! Your status troubles are over and all you must do now is what was done in the U.S., Japan, China, Taiwan, Germany, Costa Rica, Singapore, Korea, Sweden, Brazil, and a slew of other countries. What do I do, you ask?
First, stop making excuses about big bad government. You have what they want so stop giving in. If you shut off the tap long enough, they'll leave.
Second, do NOT feel sorry for law-breakers. It isn't a game of the big guys against the "gotta-steal-to-eat" little guys. Don't protect thieves on the premise that they "had no choice". They must be tried, convicted and sent to jail for reform.
Third, kids need EXPECTATIONS! Heap'm on, there, Dad, and don't let up till a new brain-power emerges, loud and clear!
Fourth, be sure you have the time to push, encourage and pull those kids. It's long division, here. If you have ONE kid, you have all the time you need to work well with him/her. If you have 8 kids, play Russian roulette or adopt them out.
Fifth, clean up as thoroughly OUTside your house as you do INside. Nasty neighborhoods leave the heart down-trodden.
Sixth, spend your money on what MAKES money. You may find this stunning to behold but here goes: Beer-drinking does NOT make money. Do as so many, many Japanese do: set aside every dime you possibly can and do without everything from beer to aluminum wheels to CD's, all so you can afford a decent computer and software to keep that kid on top of his/her class. And keep putting it back; college ain't free! How does that make money? It made the United States of America, and you're wanting to come here for a better (more easily 'monied') life, right?
Seventh, if you have the slightest sense of love or concern for you children, prepare them to do the same. In no time, the north will look bland in comparison to your newly-enriched home. Mostly because YOU did it yourself.

It is my understanding that there are a certain number of resident immigrant status cards awarded every year. I also believe that it is by country. If you have 1000 visas available for Mexico and 5000 apply, 4000 get pushed back. There are certain areas of employment that have preference, because they can be a benefit to the country. Scientists, doctors, businessmen, etc.

It's easier to become legal if you file the papers and become approved prior to crossing the border. Mexicans for the most part don't do it that way.

Yes, other nationalities come here to become American, they are proud of their new country, they learn the language quickly and respect their new country. The Mexicans on the other hand will come here for money only, they refuse to speak English, they wave their Mexican flag among other things and they wonder why the Americans won't welcome them.
