how do i know if he meant to give them to me, or if they were meant for his wife and he gave them to me by mistake?

Well sherl, maybe your boss knows something you don't?
IF this is a serious question, there are a couple of things you could do:
~ Give the gift, the wrapping and the card back to him, preferably in the tea room or in front of others, and say 'I think you gave me the wrong gift ... no need to buy another, just your good wishes will do."
~ Give the gift, the wrapping and the card back to him, privately, and say 'I'm not sure what the idea was here, but I'd rather you didn't do this again. If you do, I will have to take it further."
~ Post the panties and the card on the work notice board, with a small notice requesting the intended recipient to bring your real gift to your workstation.
~ Wear them with a short skirt and a pair of suspender type stockings in a very light denier, one colour darker than your natural skin tone.
You'll know which of these suits your own circumstances ....

Go to Human Resources and show them. Sexy undies are an inappropriate gift for a boss to give an employee. It sounds like he wants to play around with you and not in a way that represents teamwork in a job setting.

Have you known your bozz for long; is he prone to gag gifts? Has he done anything similar to anyone else?
Has he indicated in other ways that he fancies you?
Did you like the sexy undies?
As it is your bozz you can't ignore it, unless of cause you're leaving very soon. I think you need to address the situation and quickly. Be straightforward. You don't have to do it in front of anyone.
If it happened to me, regardless of whether I was male or female, I would return the gift (unless I was sleeping with the boss which is a whole difficult kettle of fish *g* or unless he was one of my closest friends) and set him straight that it wasn't appropriate.

If you weren't a level 6, I'd have reported you for a ridiculous question. However, I should still report you for not giving more details:
Was it men's or women's undies? (some women like men's underwear!)
Did others give you joke gifts?
Did you have an "accident", and your boss was just trying to help with what he had on hand? (I don't even want to know where he got them from!!!) ;)
What makes you think he meant it for his wife and not his girlfriend? (oops! THAT opens a whole can of worms, doesn't it?) ;)

i would suggest that u wear them to work one day, a whisper in his ear that ur wearing the panties he gave u, and see what he says. if u says oops those were for my wife then give them back. if gets excited, still give them back so he can enjoy them on a regular basis

If he saw you open them and didn't say, oops, that was the wrong gift, he meant to give them to you and it's sexual harassment! Go to someone above him with the gift and card if there was one.

you're in trouble if you keep it and you're in trouble if you dont.
if you keep it, the boss will think u're into that kind of stuff and if he's not into this kind of stuff he'll get all phobic on you.
and if you tell him you might embarrass him and maybe he meant to give them to you and he'll be insulted...
but truth is best, i'd broach the subject delicately.
