No, not directly. The weight vest applies many small weights over the surface covered by the vest, which is really only there to evenly distribute the weight so it isn't as awkward to carry it. Your center of mass stays close to the same even with the extra weight to carry around. Only the muscles carrying the weight get the benefit, which means back, abdomen but mostly, your legs. If you want to work chest muscles, use free weights or something else that you have to hold to directly work the muscles.

Your pectoral muscles, like any other part of the human body, only grow with the application of force against it (most often in the form of iron weights).
As for all these little clever devices; I don't put much faith in them at all. Just buy a couple of dumbbells and do some bench presses three times a week to start. Your diet is about 75% of gaining muscle. Without enough calories, complex carbohydrates, and protein, when you work out you'll only burn muscle. So make sure your diet supports your workout routine. Also don't just work out your chest otherwise you'll look like a freak and a moron. I saw a waiter the other day at Bennigans and he had a huge upper body and these tiny little legs.

There is no shortcut to muscle development. You have to work the muscle to make it bigger. Pushups, pull ups, rope skipping, hand weights, and weight machines like Nautilus and Bowflex systems will allow you to target specific muscle groups.
