Unless they are under some specific ongoing travel restriction as part of their sentence -- or are still on parole -- then yes.

A passport is just an identification that says you have the right to travel as a US citizen -- other than losing their citizenship, or losing the right to travel as part of their specific sentence -- felony status does not impact.

Well it would be better if u mention what country then it would be bit better to answer accordingly. In most countries if you are not under any probation order after completing your sentence you can apply & get the passport. But in most cases you may not be able to get to several countries since they will check your records & may stop you entering. So I'd suggest you better use some kind of waiver program thats allows you to travel with peace. I know that in Canada there is a program called US entery waiver or something similar that allows Canadian convicts to enter USA.

If they are not on any restrictions from the court about travel. I mean if they are not on probation or parole that restricts their movement then yes they can get a passport and travel out of the country.

With that being said many countries like Russia require that you get a visa to enter their country and they can choose to deny you Visa when you apply.

But to answer your question yes you can get a passport if have paid your debt and the conviction doesnt apply any travel restrictions on you

Why certainly.....felons travel in and out of this country at will! People who enter this country illegally are in truth "Felon's"! Just because the U.S. Government refuses to enforce the law's of the land and the U.S. Constitution, does not mean their not criminals. During Nazi Germany and that era and reign of terror, it was ok to murder Jewish people and any other individual or group and it was lawful. Felon's travel in and out of this nation with and without passports as there are as many phony passports and there are valid ones. The U.S. Government is aware of this only they ignore it, just like they ignore illegal people who enter in the U.S.! Guess how many Social Security cards are out there that are fake? Over 10 million!

You can apply for a passport, but more than likely you will be denied. Also some countries has restriction on whether people with felonies can enter there country. So even if you can get it your choices of vacation spots will be very limited.

Generally yes, but, most other countries will refuse to allow a convicted felon to enter their country.

No they can't get it...Unless they have to becaue at the conviction related issues...But when geting a passport they will check if that person have a felony So they will want the right information to be able to aprove the passport.

Yes. If you have finished with your probation or parole you can. No, if you are still on probation or parole. However, if you ask you PO and he agrees, I think that documentation has to be submitted along with your passport application.

In the US, yes once all probation etc are completed. However it is unlikely that the other countries will allow them to enter the country to visit.
