Is there any program out to help people who own home and had fire and home owners insurance has lapse it was actually paid to reinstate and new insurance rep sent new quote policy to customer threw email customer never received email or agree to quote so does that mean no policy exists and what is there to help someone in that instance

There's no "program" to help people who are uninsured and need homeowners insurance. You need to get another quote, plunk down your money, and get a policy in force.

A QUOTE is not a POLICY. If the policy was lapsed for more than 30 days, you did NOT pay for a reinstatement - more likely you paid up the earned premium on the cancelled policy.

It sounds to me like there is no policy. You can fix that tomorrow, by going back to the agent, or a new agent, getting the quote right then and there, and asking them to bind the coverage, and giving them money.

No there is no policy in force. You were sent a proposal, which does not bind a company to the risk. You have to accept the proposal, and inform the agent/broker verbally or in writing (preferred) prior to the a claim occuring. You cannot try and accept it after a claim occurs, as the proposal will be void since the circumstances which produced the proposal have changed.
As for what to do now you can try and seek help from charitable organizations such as the Red Cross or the United Way, or see if there's some government program that might be able to do something, but I wouldn't hold my breath if I were you.

If payment for the premium was made before the fire you probably are covered, otherwise you are probably out of luck.
