The difference is that Ahmadinejad doesn't have nukes, isn't trying on nukes, and if he was, would quickly have such a nuke building facility destroyed by Israel.
I also think Ahmadinejad is probably a little more sincere for his beliefs, but its always hard to tell with Bush how much is an act and how much of it is him living in a bubble sheltered from reality. I don't think either bush or Ahmadinejad would be dumb enough to use nukes regardless, so its a moot point.
