What does it mean when a guy you barely know suggests that the two of you "should hang out?"

It means he is interested in you and doesn't quite know how to say, "hey wanna go on a date?". By calling it "hanging out" it takes the pressure away from the moment so that he doesn't have to build up the courage to ask that stressful rejection-prone question. By keeping it light and loose "hang out sometime..." he's expressing that he'd like to get to know you more--but you're under no obligation.

It means he wants to get to know you better. Hanging out is an easier way to spend time together. No need to get dressed up. No need to feel like you have to go through the dating interview. You just do something mundane, something where you can both just be yourselves.
