Can we build a playground over an existing parking lot without tearing up the asphalt that is there? We will be using a dirt base with permalife pour and fill for impact absorption. Can anyone tell me if there is a need for the asphalt to be removed if it is covered in such a manner? This is a school build and will require inspection.

Other than saving $$$$ - Check with the city to see if it's LEGAL

It's a question of drainage.
If the asphalt traps water in your fill, you
end up with a mud hole.
If the water runs off, how much of your
fill goes with it?

Do it right and tear it up.
You can also ask the inspector directly. They will let you know right off the bat.
