I don't know the specific instruction, but if a member is still part of a command when their annual PRT (now called a PFA) is being conducted, they have to participate in the PRT.

I have known people retiring within a month after the PRT and they still had to run.

I have also known people who smoked during the PRT and one did the run in about four hours. Those guys were getting out of the Navy soon and did not care if they failed.

Can't speak for the Navy but in the Air Force you damn sure do. Check the implementing instructions to see if there's an exception for short-timers.

Generally the thinking is that you're not out until you're out. Should stop loss be implemented, you'll be retained on AD indefinitely as plenty of Soldiers, Airmen and Marines have learned. As such, you must be fully mission ready.
