None of the above, IMHO. That honor would be shared by the old East German Stasi and the old Soviet GRU.

The Gestapo was far more ruthless than the SS. The SS was just the Nazi storm troopers. Tough customers on the battlefield to be sure, but not an intelligence service. The Gestapo brought fear into the hearts of ALL whom encountered them.

The GRU was far less well known than the KGB, and far more secretive. So much so that a member of the service revealing its existence would probably have been summarily executed. The Stasi studied techniques from the GRU mostly and were pretty good students from what I hear.

The first Soviet Intelligence Service under Josef Beria. He developed all the horror and terror that was later followed by the Nazis, Saddam, and the KGB. He took over a department store in downtown Moscow. This he made into Lubyonkha (spelling) Prison. Out side it stood a statue in his memory, that may not have come down as of yet.

WHERE do you think the KGB GOT their training ideas, folks??? The SS. First and foremost of evil Intelligence Agencies. Tactics and techniques they invented are still in use today, by "Intelligence" agencies all over the world.
