The grand jury decides if there is enough evidence to formally charge someone with a crime - this is only for major stuff - felonies, not misdemeanors. If the grand jury does make formal charges, the person then goes to a trial in front of a "regular" jury.

Most police officers are actually employed at the local level (cities and towns), but they may be in a state benefit system that might allow them to fall under state. For the purposes of what you are asking though, I think you might have gotten it wrong.

The grand jury is the group of people who the D.A. brings the case in front of to see if they have enough evidence to go to trial. The grand jury does not hear the Defendant's side. The transverse jury are the ones responsible for a verdict.

The majority of police officers are either city or county, the state troopers are on a state level.

I hope this helps!

Many major crimes are taken before the grand jury by the county, state or federal prosecutor to present all of the known evidence. The Grand Jury will hear and see all of the evidence and vote for or against the filing of formal charges against the defendant. The rules of evidence and appellate procedure are much more lax in a grand jury than in a regular criminal jury trial.

If they vote for an Indictment, than a new jury is picked and the case goes to court where both the prosecution and the defense present their case and the jury finds them guilty or not guilty.

Its basically just a fact finding mission and to vote if their is enough evidence against a defendant to take them to trial.

And most police officers are employed at the local / city / town government level.

Sorry.... but I would say you got them both wrong.

The grand jury is responsible for determining if there is enough evidence to bring a case to trial. The grand jury never declares a verdict in a trial.

The grand jury is responsible for making sure that all minorities go to prison so the government can reap the tax dollars off of their imprisonment. There, I said it.
