Quality engineers usually work in a Quality Control division, and work mainly as inspectors of equipment and systems being fabricated and constructed (i.e. piping systems, mechanical and electrical equipment, control sysyems, etc).
They inspect and watch as the projects are built to make sure that finished dimensions are correct, that all the correct specified materials are used and all the correct project specifications are followed, and that all tests are completed correctly.
They spend a good portion of their time traveling out of the office to vendor's and suppliers facilities and to construction sites where they perform their inspections and tests.

It's a paper pushing sub field of engineering which deals with failures of products/processses.

It's really really boring and most Quality engineers quit their jobs within the first 3 years.

A Quality engineer does just what the name states he/she works actively with the customer to ensure that the product being sold is the best it can be.
