Yup, every six months and they stay in heat for about 3 weeks but their fertile time is when they are bleeding.

Twice a year if intact... but never if you get them spayed.
Unless your dog is an outstanding specimen (proved in conformation shows and hunting competition), and you are a responsible, educated breeder, you should probably spay your lab.
