Well are you staying only in the Downtown area? You can take a cab, but if you are walking, you would want to stay in one particular area. For example if you are in the gaslamp area (downtown) you can stay on foot. I'd suggest getting a rental because Seaport village is not walking distance from the Gaslamp area, and that is a big tourist spot. You can get a rental fairly cheap at the airport, economy cars can run at little as $19.00 per day (extra insurance not included). We also have a great public transportation system. The trolly runs all over San Diego and is quite cheap for an all day pass (around $5). Its very easy and fast! Email me if you want any suggestions of good places to go/see.

I live in downtown San Diego and I barely use my car unless I'm going to work or going to Costco or something, you can pretty much take the trolly to get around and to get to Old Town and even Mexico if you want, it really depends on where your planning to go, you can take a ferry from downtown to Coronado for about 7 bucks, in Coronado you can rent bikes to get around. If your planning on going up to La Jolla or visiting any beaches other than Coronado, you might want to rent a car. Other than that you can walk to most places, Balboa Park and the zoo are within walking distance or a short taxi ride from downtown. Little Italy, Seaport Village, the Gaslamp district and the Maritime museum are all in downtown. There's a place called flexcar in Little Italy where you can rent a car by the hour if you decide you want one.

If you are strictly staying Downtown, no car is necessary. If you get tired of walking, there are always pedi-cabs (the bike kind) you can hop on. Also, I don't know about you, but driving downtown with all of those one-way streets and expensive parking lots and annoying parking meters is just a hassle. And if you are staying in a hotel downtown, sometimes you have to pay parking fees on top of your room fee, so a car ends up being really more money than perhaps you budgeted for.

For getting around in downtown SD try Old Town Trolley Tours http://www.historictours.com/sandiego/
Highly recommend--gives you a nice tour and you can get on and off at any of 8 stops.
BTW, this is NOT the same as the San Diego trolley.

depends on what you want to see. The Gaslamp district is in downtown and old town is nearby. Taxi or trolly will do fine. If you want to see beaches, rent a car.
