Cats have way more trouble with overheating than with getting too cold.
A cat's nose should always be cold, but it's ears should be a bit warm. Just provide the cat a cozy little spot, maybe with a blanket or cat bed to curl up on. If it is a little cold, it will know to go to that spot.
If your cat goes outdoors, make sure it has a way to come indoors at any time that it needs without your assistance (cat door). If you don't want to use a cat door, then it is best to keep your cat indoors at all times.

If you see the cat shivering or under a blanket.
Cats get cold. They like to be warm. If the cat is in a ball, that could be a sign. If it's cold to you then it's cold to the cat.

Another thing they do when cold, is to fluff their fur out a bit, so the fur will trap air next to their bodies. Their own body heat will warm that air, and that layer of air in their fur will help insulate them from the cold. If their fur is fluffed up all over to do that, and you pet them, it will disrupt the layer of warm air, and might earn you a look of annoyance from the cat.

I don't know about in general, but one of my cats usually ends up sneezing when she's been too cold.

Usually if a cat is cold you will find it cuddling up in warm places or to you for that instance. I find my kitten alot in the laundry basket or in my daughters dresser.

If the cat's hair starts falling out that's a sure sign of old age

They will usually shiver a bit and then they will ball up and try to get warm. Also they may go in close to you to warm up.
