It depends upon what is implied.
Blind men do know how to get around in the dark as well as light yes, but still it's not so good as having eyes to see, and light to illuminate. Blind people must have been there before to be really helpful, otherwise how could they warn others before hand. Blind men in unfamiliar territory are useful only if they are competent communicators -and- leading the way. If they can fully see in the dark and are only considered blind by everyone else, then the statement is entirely true contextually.
Men with flashlights in an age of darkness are brutally murdered for their light, and the flashlight is broken in the process.
In an age of insanity a truly insane man could be the cause of the age, and hence not trust worthy. If they are insane only compared to the truly insane, then they may usher in a new age of sanity, and this is what is meant by the term "Ressurection/Return"...

Actually that sounds pretty lame. If it's dark, I'd want someone with a light. If everyone was insane, I'd want a doctor or at least a sane person.
