Because the Hebrews were then a shepherding people. Their livelihood was in the herd. Not to mention the Levites probably preferred the meat sacrifice to whatever meager subsistence could be gathered by the other nomadic tribes.
However, blood sacrifice is ubiquitous across many mythologies, and even the idea of savior as sacrifice. For example the god Mithras, which is no doubt where Paul gets the idea that Christ was the final blood sacrifice despite the fact that the original apostles didn't agree (Galatians).

Because "the life of the flesh is in the blood, and [God has] given it to you on the altar to make atonement for your souls; for it is the blood by reason of the life that makes atonement." Leviticus 17:11.
The penalty for sin is death, Romans 6:23, and, as a result, only a blood sacrifice will do. Jesus was perfect, Hebrews 4:15, and his sacrificial death atoned for all sin, past present and future, 1 Peter 3:18; Hebrews 9:6-15; Romans 3:25, for those who believe in Him. John 10:9; John 14:6; Hebrews 5:8-10; 1 John 2:23.
Thus, no further sacrifices are necessary. Hebrews 7:27. That's very good news.

God ordered Abrahm to sacrifice his only son Ismael at his age 13 living with his mother near Kaaba. When Abraham told his son Ismael about this vision of Abraham, son said you go ahead and do what God has commanded you. You will find me in patience.
Abraham blinded folded himself, laid his son on ground and was about to cut his throat when Angel Gabriel said God is very pleased with you and has accepted your sacrifice. Angel gave him a lamb and Abraham sacrificed it instead.
This is why Muslims always sacrifice an animal. Fruit was never asked to be sacrificed in any Divine Revelation to any of the God's Prophets.

All Are divine. God made us in His Own Image.
So no harm. Veggies or meat same to him.
They make difference only to the eyes of the uninitiated onlookers!
Here the Worshipper & the Worshipped mingle & mix & become one.
What the worshipper loves most, he sacrifices it for God! This shows his love of all living beings. He makes the animals an offering to God. Others an offering to themselves. Which is better?

Because unless blood is poured out, no forgiveness takes place. Leviticus 17:11; Hebrews 9:22.
Fruits and veggies cannot make atonement for the sins of humans. Animal blood cannot fully make atonement, but it can make atonement sufficient to get us to that which makes the full atonement.

If this is a Cain and Abel reference, then it had nothing to do with plants v/s animals... it was that Cain gave God whatever while Abel gave the best portions of his finest animals.
The blood-sacrifice system established in the Mosaic law, however, was set up in part to symbolically prepare for Jesus' sacrifice later on.

He doesn't. Now, if your question had said, "Why DID He" well, that's a horse of a different color.
How hard would it to be for someone to sacrifice a radish? Blood is life. It takes a life to satisfy or make payment for sin. There was a time when he would accept the life of an animal as a "substitute" for the life of a person. Then God sent His Son to die for us ALL. Even you. He won't force salvation on you. It is a free gift that He is extending to you. You only need to accept it. I pray that you do.

It shows that you care for him and you are worthy. By bringing like, corn, it shows that if you do practice the relition, it shows that you don't care and you're not worthy and that you're sloppy.
