Active bass swim around all the time, passive bass stay at the bottom of the pool/lake/ river not doing much.

Active and passive refers to the pickups on your bass. The pickups are usually passive, especially on older instruments. This means that they are not powered, and carry no power source. Active pickups are powered (look for a battery) and they are usually a little more sensitive, and can provide different tones.

I think this is probably a speaker question.
In which case, a passive speaker in usually one which has no power source and does not provide any further stage of amplification. An active speaker is the opposite, requiring a power connection or batteries and offering audio amplification and perhaps independent volume control.

A passive subwoofer has no internal power source. It merely 'parasitizes' the low frequency signals from the main speakers.

An active subwoofer has a built in amplifier. It takes the low frequency signal from your main amp and boosts it. This gives more control, more slam, more depth and more power than a passive sub.

In other words, active subs are best.
