I had no make up and big sweat shirt and plain blue jeans!! I was not out to impress!!! I was not staring back at the guy but its easy to notice when someone is staring grossly at you!

Maybe he found you breath taking. You should have totally messed with him and started licking you lips and making notions so he would have wet himself on the ride home.

Maybe he was undressing you with his eyes, maybe he wasn't. Just because he was staring, it doesn't mean that there was a sexual undercurrent to it. Maybe you look exactly like the Sunday School teacher he had when he was 8 years old and he was simply staring because he couldn't believe the resemblance.
Then again, maybe he was admiring your appearance. That means he's not blind. He may be a little insensitive to his wife's feelings, checking your out where she could see him, but that doesn't necessarily make him anything other than an average guy.
What kind of woman spends 15 minutes ooohing and ahhing over Russell Crowe, Brad Pitt, Antonio Banderas, etc. to her husband as they're leaving the movie theater? An average woman. Just because you're married it doesn't mean that you need to pretend that all members of your spouses sex no longer exist.
Or maybe he was some kind of freak pervert, you never know. But him staring certainly isn't a reason to automatically classify him as a low-life.

Most straight men look and some stare. Since he was married with kids then that's a no-no. But on the other side of the coin, were there any tears in your jeans? What kind of top was this sweatshirt? It's not fair to blame men for looking/being attracted if women are flaunting their goods everywhere. Men are going to look; the good ones will walk away; the horny/bad ones will stare.
Not to mention: If the wife gave you a dirty look, it means you were looking back long enough to constitute a response.

maybe you're just extremely hot. Some women always get that attention. Either way, get over it.
I also noticed that women are many times very critical of other women when they have that "look." You know, that "you are way too gorgeous for your own good" look. So maybe the wife would have given you that look no matter what. Sounds like they are both kind of pathetic.
But you must notice other guys looking at you too? yes?

I think I can top this...the same kind of guy who tried to hit on me at church holding a baby girl denying she was his child and his wife standing not 10 feet away.

Sounds like a typical guy to me. It can be irritating, but it's never going to stop. Men are wired completely different. When it comes to sex and lust and etc.....they just do what they need to do with really thinking it through. Now, not all men are this way.....but the majority are.

Most guys, especially with a newborn and a lack of attention from the wife. This is not to excuse the behavior, but if you knew, you must have been looking too.

A retard!! I can't stand men like that!! Ok, I know men have a tendency to "look" but there is a difference between looking & STARRING(sp?).
