Yeh That's hilarious i have the same problem. My neighbor will call my cell when i leave and say where are you going i just noticed you were leaving. Or if there is a fire truck or ambulance with in ears distance she is on top of it....its hilairous sometimes to see her doing that. If i am outside playing ball with the kid she drives by and says i just saw yall out here. They want attention...that's what it is where we "normal" people wouldn't have the nerve to pull some of this they think that it is acceptable. I have just started ignoring her pretending she is not there don't even look her way. IF IF that doesn't work and it bothers you a lot, ask your wife and she WILL i am sure do something about it.

A funny story. I have a set of Grandparents who are nosy in there own right. They used to live in the country when my Mom was a kid now they live in a busy town of Sheldon. They watch there neighbors and even have a set of binoculars by the window but those are actually used to watch Grandpa's squirrel and birds but still it's funny to hear both of them describe the neighbors.
Anyway maybe this woman is bored u could aways invite her over for dinner to add a little something to her drab existence.

Go on over there with a smile on your face and politely ask, "Is there something in particular you're waiting to see? Because I notice I can't step outside without you watching me, so I was wondering if you're looking for something in particular." If say says there's not, smile again and say "Well, I feel like I'm under some kind of watch program for no valid reason and I'd appreciate your going to watch someone else from now on. Have a great day!" And smile your way back to your place. If she keeps it up, just wave then ignore her.

She might simply be a busy body...someone who has to know what's going on all around her. She also might be bored to the point where you taking a dog for a walk breaks up the monotony of her day.
No matter what, you need to do this....TELL YOUR WIFE that this is going on (of course, maybe you have...but if not, do so). Ask your wife if she does the same thing when SHE is going places. If so, then relax...she's just a busy body. If not, then you might ask your wife what she thinks...she's female, after all.
Worst case scenario is that she finds you fascinating, and doesn't have the nerve to say anything to you...so she watches. That's why you need to tell your wife, so she know's that this person may bear watching. Good luck...I hope you can just end up ingoring it!

Next time you see her, walk across the street and confront her about the problem.
Let her know it makes you uncomfortable.
Before you do that however you will want to make sure that she is only doing this to you and not to everyone else on the street.
Nosy neighbors are not exactly a bad thing because they are the first to see and report crimes in the neighborhood.
If you do confront her however, please be tactful and non-threatening as she may not mean any harm by what she is doing.

Ohhhh crap...I've got one of those too. He stays home all day and just watches, but then I found out that he was a littled dev. delayed. So just ignore her because she is either a tad bit slow or her life is so boring and meaningless that she just stares out of the window all day while sneaking shots of tequila from under her kitchen table so her hubby won't see her. lol.

She's a chain smoker who has to smoke outside, so's not to make her house too smoky for her kids to live in?
There was a point in our lives when my husband and I were on our enclosed back porch almost constantly because we were both heavy smokers. Had a window that looked directly into the back yard & dining room window of our neighbor's house. I am sure they thought we were spying, too.
So glad we both gave up that awful habit (but not before that neighbor sold their house and moved away.)

If she is always in the same place when she watches you then you shouldn't worry. But if she twitches the curtains and moves to watch you then how annoying for you. Maybe she is lonely and wants to talk to you or get to know you as a neighbour. Be bold, next time ask her if she wants to ask you something! Or do the same back!

That is pretty Creepy. Have you tried to mabey wave to her when you know she is watching so she is aware that you see her? Mabey she would realize that you know she is there all the time.
Or if all else fails, start doing rude & obscene things & then she might think you are the creep & get a new hobby. Good Luck!

maybe she is board! maybe she likes looking out her window more then not!
and when your out there you notice!
it wouln't hurt asking her!
maybe she is insecure and don't knwo how to make friends and want to be friends!
weird reguardless i think my neighbor does this!
if i leave something on my car! Guess who always saves the day!
Mr neighbor... I left my pop on my hood of my car i hear some guy wait wait wait -- your pop! okay thanks! i smile -- once i left my purse on my car again same thing! sort of weird but i'm glad i wanted both my purse that day and my pop that other day.
