Outlook Express is not an e mail service. It is an e mail client.

You need to subscribe to an e mail service from some ISP or from an e mail service. You can use Outlook Express to download the e mail from your e mail service onto your pc if you want.

The free e mail services do not usually permit downloading to Outlook Express because they want you to read the ads that are shown on top, bottom, and sides because this is how they can afford to provide free e mail service.

Set up Outlook e mail by the directions provided from your e mail service. Define it as either POP3 or IMAP service, enter the POP3 or IMAP server name; enter the SMTP server name; enter the e mail address and e mail password and you are in business. Each mail service is different so follow their direction; especially in regards to outgoing mail verification and ports to use.
