In the the bible does it specify who can and cannot pray to him? Or who he will not listen to, even if they pray to him?

Anyone can pray to God, used to just be the high priests who could get a prayer through, with sacrifcies, but don't have to do that now because God cut out the middle man when he sent his son...now if the atheist prayed it would change his life...but who would the atheist pray to, since they don't believe in God?

Anybody can pray to God. When I was an atheist, I once shouted in anger, "Oh, God! ___ __ __..." I didn't consider it a prayer, since I didn't believe in God, so I was rather shocked to receive a very real answer. Changed my life.

God always listens any time somebody calls upon His name, but He may or may not answer (right away or delayed). If He does answer, it might not be what you want or expect, but it will always be what you need.

God hears all prayers. I believe the best prayer is "Lord have mercy upon me a sinner." God especially listens to Atheists. God loves us all. He loves us so much that He sent Jesus to die for our sins and the Bible says that it pleased God to bruise Him for us. When we understand that Jesus is God then this is easily understood. Understand one thing and that is God knows the intentions of the heart, but He will listen.

To Atheists , prayer is just mumbling into space - - - there's nobody on the receiving end . Praying is fine if it does something to the imagination of the one praying .
To Atheists it's just superstitious mumbo-jumbo , and a waste of time .

Anyone can pray but an Atheist wouldn't or they would not be an Atheist.

Doubtless. But why would an atheist pray to your God?

Can you pray to Dionysos? If you do, will he listen to you, even though you are a stranger to Olympianism?

God will listen to an atheists prayer even more than he would listen to the prayer from a believer.

god will listen to all prayers no matter who it is coming from and he especially wants to hear from atheists or the non believers as he wants them to rely on him and he will show them great wonders if they just open their hearts and eyes to him...
