No, dogs can't be pregnant every month - they can have an infected uterus that causes them to have swelling though - this is a deadly condition. Please take her to the vet and have her spayed to prevent either condition. If you love her you will not neglect her health like this - if you don't then either take her to a shelter or rescue for rehoming or put her down and never get another living creature to care for again.

How many ways can I say no? First, it isn't your dog. It is illegal for you to put castration band on it. Second, you should never put castration bands on a dog without vet supervsion. And 99 percent of vets would not approve when you can easily neuter the dog with surgery. Neutering has less chance of infection, less pain. Bands make the balls lose blood supply. The testicles die and shrivel up from lack of blood. Eventually, they rot off. Ugh. Third, call your local humane soceity or animal shelter. They will get you a voucher at a local vet clinic to get your dog spayed at a discount. Give the information to your neighbor too. In my area, there is a 35 dollar spay but it has a two month wait. As for the puppies, start emailing private shelters in your area. See is they will take some of them. Get put on a waiting list. They may charge you to take them if they are overcrowded. If you don't do something, the pups will be big enough to breed soon. Good luck, you'll need it.

Dog gestation is 63 days, and a nursing mother will not be in heat or entertain Male dog advances, so your exaggerating a lot.
Get the dog to a vet or Spay clinic to stop her from getting pregnant and producing unwanted puppies.

There is NO way your dog could be pregnant every month.
They only come into heat twice a year. If you don't want any puppies be responsible and get her spayed.

Definately get her neutered and there is no way she could be pregnant that quick, do you have a male dog around her all the time if so seperate them and dont let her near male dogs, if you cant afford the vets fees then if you are on benefits the rspca will do it at discount price.

So be a responsible pet owner. Once she has her litter, and they're weaned, get your dog neutered.
