You can put a tattoo anywhere really, it's just a matter of will the ink hold or not, and the pain factor. A tattoo on your palm will likely have a very high pain factor, and the ink will not hold as long as other places on your body. This is because your palms have sweat glands, and also because the skiin cells on your palms are constantly being replaced, which will cause your ink to fade very quickly. Not to mention you have a high possibilty of having an ink blowout on your palm since most artists don't know how deep to put the ink. (A blowout is when the ink puddles under your skin, causing it to run together and into other cells.)

Also, blacklight tattoo ink (which is what I'm assuming you mean by UV light tattoo) has not yet been through long-term testing, and so is not yet considered to be safe.

I wouldn't recommend getting a blacklight tattoo until the long-term effects are known, and also don't recommend a tattoo on the palm (for the reasons listed above).

Yes you can. But there is a good chance it will fade very quickly.
