It is one whose performance is vital to performing the assigned task. For example a room full of servers needs cooling air to be flowing to prevent overheating that will shut them down. They can take some time with less than the required flow but if flow stops that facility is out of business no matter what other details might be working.

A mission critical system is a system that must be operating even at limited capacity for a mission to be completed. For example the oxygen system on the space shuttle must be operating in order for the crew to remain alive. It doesn't have to work 100%, but it must be working.
