Diplomatic car plate is different from others because diplomats are immuned from suits and cannot be apprehended by the local law enforcement agencies.

Because they have special privileges like immunity from parking and speeding fines and they also need to have special security coverage.

The cars probably need to be easily recognized as they enter the embassy parking garage. I don't really know, but I think it's for security.
