foriegn refers to any nation except ur native nation or to any nation outside ur native nation while international refers to something which is worldwide sometime including ur own native nation with all or many other countries of the world

foreign is something from an alien land other than the land you reside. it can be as large as a state/continent or as wide as the culture depends on how you're referring it too.
however, international would refer to "among the nations", it's most of the time referring to the level involving all nations in the world.
e.g. spanish & french is a foreign language to PRC as they're not originated from PRC, same goes to english. but english would be more appropriate as an international language as it's widely spoken by many nations as primary/secondary official language.
hence, foreign students are those from other countries other than PRC & its SAR, but the term "international students" is concerned, it's more appropriate to represent all student other than PRC domestic students as students from HK, Macau (both SAR & the lands are of China) & Taiwan (status being disputed at all level) are not domestic yet they're not foreign as they're also part of China, it may be applicable to Mongolia & Tibet as well.
some political senses may involve but that's the idea generally applied in the world. it gets more complicated when the geographic are political distinguished & the term international would be less offensive to some students (especially for those from HK & Macau).

I believe they have made a mistake if i understand their thoughts here. "Foreign" in respect of people means not from this place - until the 16th century it was common for people of one English town or city to refer to those from elsewhere in the Kingdom as "foreigners" and even to tax them extra if they sought to work in that town or city. In the USA a person of American nationality but not of the State their are in are called "foreign" whereas those from other countries are called "aliens".
"International" means those citizens of any other recognised nation - and these are all "foreign" as well.
As I understand it, according to the official Chinese republic position, all Chinese are of the same national group and they do not recognise Hong Kong, Macao or even Taiwan as in another national jurisdiction. Thus people from these places can be "foreign" but not "international".
