Well I was wondering if in western canada, like in Vancouver, they do the "about", "house", 'out." phenomenon , like they do in the Toronto /ontario region?

Torontonians and even Sarnians don't really say "aboot" like that, but Vancouverites even less so.

In most of Canada, about rhymes with rout, not route or root.

About the only time you'll hear 'aboot' is when someone on tv is using it for comic effect. I don't recall anyone using this in ordinary speech.

That being said, there are a number of distinct regional English accents across the nation from Newfoundland and Nova Scotia to the Pacific and Arctic regions. I wouldn't be surprised to learn this is true for Francophones as well.
Native groups also have regionally distinct accents when they speak English or French.

These differences are disappearing because of television and so-on.

Don't understand your question how about more detailed explanation. Or do you mean that in eastern Canada they pronounce "out" "house" and "about" differently?
