The proper term is "Phlebotomy".

Use of syringe and its not a blood sample?...That could specifically mean "Therapeutic Phlebotomy" which currently mean drawing a unit of blood usually done to reduce the amount of red blood cells in specific cases like hemochromatosis (iron overload disorder), polycythemia vera (excessive red blood cells), etc.

In the past, it is referred to as "blood-letting" done with hopeful belief of curing or preventing many illnesses and diseases. However, it was proven mostly ineffective. It was once used for hypertension to temporarily reduce blood pressure by a reduction in blood volume but now hypertension are controlled with the use of medications.

In the current practice, phlebotomy refers more on the extraction of blood through needles and syringe for the purpose of blood tests purposes for laboratory analysis or blood transfusion.

For taking blood sample for testing purposes, taking blood is more commonly called as "Venipuncture or Venepuncture" with the use of syringe and needle or by a vacutainer tube (vacuumized test tube that automatically aspirates blood into itself).
