For the most part it means . . . Whatever. You know? Or when someone doesn't believe what you are saying. Or when they ask you for some advice or if you just give them advice and they don't like the answer to it.
If it's someone from afar, then they may just be jealous and immature.

It means you did something that bothers THEM. But you shouldn't feel insecure about it. They are, like you stated:
jealous, easily annoyed, or bothered. But if they don't have the courage to tell you what they think, then it's their problem.
