You have to let them get it out of their system , eventually they will see that it is not the way to get attention , as long as they're safe let them go

LOL, sounds like my son...
Mine won't let me hold him, he tells me to go away, even when it looks like he needs some lovin'.
The only thing I can do sometimes is to let him be, and tell him that when he wants to talk, I'm ready. I'll usually just leave the room, and check on him in a little while. Once he's settled down, he'll usually tell me what was wrong.
Keep in mind, 4 year olds cry over almost anything when they are over-tired, he may not even know why he's crying.

put him in a safe spot and tell him that when he is ready to act like a big boy then he can come out to play. Or you can put him in the safe spot and walk away. Ignore him until he stops crying (this is called disengaging from the situation) then once he stops reengage him by praising him and asking him what he wants.

Depends on the 4 year old. Mine responded pretty well to sitting and holding them until they calmed down. If it was really bad, I'd sing and rock them a bit.

Give him his favorite thing: blanket, toy, drink...or put a few things out for him to choose. Does he have a pet? Distract him with music or TV, or something he can make noise/music with.
I ;presume he can talk, but just doesn't want to?

Tell him calmly that he needs to calm down so you can understand what he's trying to tell you. Give him time to cool down by himself if he needs it. Try getting him to take some deep breaths, tell him to just slow down and that if you know what he's trying to ask you, you can probably help him...but explain that you won't be able to if you can't understand what he's saying.

calmly tell him that you can't understand what he is saying, try something like "you need to stop crying if you want me to know what your saying, i can't understand you. i'm going to do the dishes, come to me when your ready"
if he keeps on, ignore him, and every once in a while, remind him that you can't understand him when he's crying.
