Shih Tzus and Lhasas can be clipped short and fluffy to look like they are puppies again...
Miniature bull terrier, although they don't look very puppy ish, just smaller than standard bull terriers... same with Mini Schnauzers...
Shetland sheepdog looks like a tiny collie...
If your only desire is to have a dog that looks like a puppy, I think you might be getting a dog for the wrong reasons.
Whatever you do, do NOT buy a "miniature" version of a dog that is not AKC recognized- ie, "mini" huskies, australian shepherds, etc. These are unhealthy runts, bred down way too quickly, and ALWAYS with major health problems. Only a horrible greedy person would breed those types of dogs.

I have a little JackRussell and he definitely is stuck on puppy!
I call him "little man" because he looks just like a big dog only miniature. He's really smart and very loving!Great with everyone too! I never thought I would like a little dog because they tend to be needy but not him HE"S GREAT you should really check the breed out Good Luck! ( dachsunds are really cool too believe it or not)

I'd choose a Mini Dachshund or a standard Dachshund (these get a little bigger than the Mini size), the famous "weiner dogs". They are loving dogs, comediants, great personality, and will always look like they are puppies, because of their little legs! I hope you do find the puppy of your dream!

Poodles can actually be good dogs, I had a mini that I really liked. I found a breeder who had dogs that didn't look like stupid little frilly dogs that where small and shaky etc.. Plus looked for ones that did not have eye tear problems.. Shelties are smart by lots of hair. Cockers can be cool.

My bichon weighs 14 pounds, and he looks like a teddy bear and he's the cutest dog in the neighborhood. Well, not the neighborhood -- the state. Be careful buying a "mini" anything because it's not natural to purposely breed dogs to be small and they tend to be unhealthy.
