Would an 8 inch ice cream cake that was put into a freezer for 2 hours then sat on a porch outside for 3 hours in 60 degree fahrenheit still be cold?

No, it has to be in the freezer at least 8-9 hours for it to stay in a semi frozen state at the 2nd to 3rd hours.
I might suggest that you use a larger cooler with some dry ice, which is available at most large grocery stores and place the dry ice in the bottom of the cooler and the cake on top.
Do not add water or touch the dry ice with the naked hade, it's tempature is -275 below zero or more and will cause instant burns. The store generally puts the Dry ice in Special paper bags, but i still rocommend using gloves while working with it. This will keep the cake frozen for up to 10 hours even if it had only been in the freezer for 2 hours.
When the cake is gone, you can have some fun, by romoving the dry ice from the bags and leaving it in the bottom of the cooler, very carefully add about 8 oz's of water off to the side of the dry ice and place the lid back on but leave it open just about 3 inches. This will create a nice little fog.

I cant imagine it will for long, I am sure after 15 mins it will start to melt as would regular Ice cream.

I wouldnt bet on it.....keep it in the freezer as long as possible....or at least on ice. Unless it is sub zero outside, its gonna melt.......and these things melt pretty quick

I wouldn't risk it--it might be cold, but probably wouldn't be frozen. Can you get some ice to pack around it--cubes, or frozen plastic cups filled with water, something like that?

I very much doubt;-{ ask Dairy Queen or Baskin Robbins.
They've probable done measurements about thaw time.
