It's pretty much a guarantee now that ANY cat gotten from the humane society has already been spayed or neutered.
What you have is either a cat so unnerved by new space he's going a little bonkers not knowing where he is or who you are. Keep him confined to one room for a day or two to calm down (litter box and food/water in the room too). Then just let him get accustomed to everything on his own.
Take down anything breakable--if he's doing boomerang kitty you'll need to make it safe for him. Expect him to go vertical more than once. Some younger cats (less than a year and a half old) have a ton of energy and just do this for fun, but since you're new at this you probably can't read body language to know if it's fear or fun right now. Assume it's fear.
Talk to him, get him used to you. You don't have to grab hold of him, actually it's better to get him to come to you. Sit on the floor a bit at his level so you don't look so scary, and maybe read through the paper or something that has you looking anywhere but at him, so you're less of a threat.
Don't turn the tv or radio on to blasting, the first few days should be fairly quiet if he's not sure about things.

Cats are funny creatures! I've had many and currently own 4. He's just getting himself adjusted and in a few days should settle down. Are the windows open? If so, he may smell another cat in the area. Get him some mice stuffed with catnip and some other toys and play with him. This will help not only settle him down, but helps in the bonding process. With older cats they are set in their ways and used to certain routines. Just give him a bit of time...he'll be okay.

Dont worry...
On one hand, he is just checking out his new home.
On the other, the environment is unfamiliar so he probably just wants some attention and reassurance that all is OK as well!
Basically its attention seeking behaviour.
The meowing is because he would have had the company of other animals at the RSPCA shelter which he now no longer has...hence he's feeling a bit lonely and disconcerted.
Keep him inside for a few weeks to get used to you and your house, then you might let him out during the day for supervised walks in your yard etc for a few minutes. Lengthen the duration before leaving him to his own devices.
Basically you need to bond him to you before you leave him unsupervised.
Plenty of reassurance and attention in the next few days will see him settle down.
Cheers :)

Well if he's not fixed, maybe is meowing for a female, and if he is then maybe he's just being playful, he could also be and outdoor cat and trying to find a way outside. He still has to get used to his new surrounding, so show him where his bowls, and litter box are. Other then that I can't think of anything else.

he is probably not used to so much room and stimulation- visually, tactile, smells, sounds. try keeping him in a smaller room for a few days. Like say a quiet bedroom or another quiet low traffic room, with his litter box, food, and toys. make sure you baby proof the room- no cords that he could tangle in or chew on, no poisonous plants, house cleaning solutions, or medications around. Then go and sit with him and pet him and talk to him often but also let him have some quiet time as well, then you can gradually introduce him to the rest of the house once he knows that he is safe.
