Go around to local grooming salons and check them out. See how things are...is it clean, can you see the dogs being groomed..how are they being handled? Are any dogs left along on the table while the groomer is on the phone etc?
See if there is a book with the groomers work you can look at. How long will the dog be there. Some groomers are slower than others. I like to get dogs in and out within 2 hours (depending on size and how much work I have to do on the dog)
Ask people you know..work, church, etc etc where they get their dog groomed.

I myself do not like corp shops either, but in response to what another groomer above stated about Petsmarts and Petcos groomers not having any training...I have seen some awesome groomers in these places, and I have seen some terrible ones...the same goes for privatly owned salons. Dogs can be injured at the hand of any groomer..doesn't matter where if they work for a corp or have their own shop.
I use to work for a corp grooming...I had 15 yrs under my belt, had gone to an accredited school (not petsmart training) was certified and groomed better than the "salon mgr" I now have my own place, I just couldn't stand being told how to do things. But I don't think it is fair to lump all corp groomers as being untrained and terrible. JMO.

For my dogs I have a mobile groomer come out because I don't like them sitting at the groomers all day. You can check your phone book to see if you have any mobile groomers in your area. Also if your dog has a vet that you trust some vets offices provide grooming so you could check with them.

Look up 'dog groomers in [your city]' online. Avoid anywhere like Petsmart or Petco, those groomers have almost NO training, are usually very bad groomers, and have been known to cause severe injury and even death to dogs in their care.

Small, private salons are the best way to go.

If you see anyone in the local Petsmart/Petco/other pet shop that has a dog breed that is known to require grooming, stop them and ask where they recommend to get a dog groomed at.

That's the best way to do so, in my opinion.
