I'm just curious. Is there a law?

depends on the local government laws ( council , police)
we have bicycle ones in surfers paradise,QLD
Also probably insurance and public liability would play a role into the issue

You might find that some local councils might permit them in tourist precincts.

I dont think local Police would tolerate their use in the wider community though.

Check with Police in each state is probably the best answer anyone can suggest.

I don't see why not. There used to be bicycle rickshaws in Adelaide, I don't know if they are still there.

hahah i dont kno...why do you ask.. maybe you shoud start it up ...i think the people in melbourne will love it as there are some roads that dont allow cars so it can be an inner city type of transportation.
i dont see why not tho as we do have horse carriages
