NO, it continuously falls out and regrows everyday. Don't think of your hair as one unit, every single piece of hair on your head has it's very own life span and growth time, they all grow at different speeds. Plus if you don't keep getting your ends trimmed it will look like crap and they will just get split dry and break off so it will seem like your hair just stopped growing when actually it is just breaking.

Nope, never tried that never will. (I'm a girl silly)
But: your hair doesnt all grow at the same rate, some areas of your head grow faster. And barbers and hair dressers know who to work with your cowlicks.
And the dead ends could be bad depending on how you treat your hair (sun + pool + cheap shampoo).
Amusing question but not likely a good outcome.

assuming every follicle grows hair at the same rate, yes, as far as even goes. whether it suits you is a matter of taste.
